This new phase emphasizes catalytic partnerships and collaborative approaches, most notably a strengthened strategic alliance with the International Disability Alliance (IDA), the foremost global network representing organizations of persons with disabilities (OPDs). This collaboration is central to enhancing the leadership of persons with disabilities in all development processes.

To support this expanded vision, the GDF Secretariat is seeking a dynamic and proficient Communications and Outreach Specialist. This home-based position is designed for a strategic thinker and a creative doer who can translate high-level global objectives into compelling narratives and impactful communication campaigns. The specialist will play a pivotal role in positioning the GDF as a thought leader in disability inclusion, managing its brand identity, and ensuring that the stories of impact and change reach a wide array of stakeholders, from donors and governments to media influencers and the general public. Tasks

The Communications and Outreach Specialist will be entrusted with a wide range of responsibilities, requiring a blend of strategic oversight and hands-on execution. Key tasks include:

  • Strategy Implementation & Development: Lead the execution of the GDF’s comprehensive internal and external communication and outreach strategy, with a specific focus on joint initiatives agreed upon with the International Disability Alliance (IDA). Contribute insights and recommendations for the ongoing development and refinement of these strategies.
  • Stakeholder Engagement: Proactively strengthen and manage outreach to a broad network of stakeholders, including government representatives, UN agencies, philanthropic foundations, private sector partners, and key media influencers to build alliances and promote GDF’s mission.
  • Advocacy Communications & Publications: Implement a robust global advocacy communications and publications plan aligned with the GDF’s new strategy and partnership framework. This includes drafting press releases, op-eds, speeches, and annual reports.
  • Campaign Management: Design, manage, and execute major external-facing advocacy campaigns (e.g., #WeLeadChange, Inclusive Cities Challenge) to amplify the voices of persons with disabilities, influence public discourse, and increase global visibility for disability inclusion issues.
  • Vendor & Consultant Management: Oversee and coordinate a network of specialized external consultants, including graphic designers, social media experts, video producers, podcast creators, and editors, to ensure the production of high-quality, accessible content.
  • Brand & Identity Management: Lead visual identity and rebranding initiatives, including potential website re-designs, ensuring consistency and professionalism across all communication materials and platforms.
  • Digital Communications & Social Media: Provide technical expertise on digital communications, managing the GDF’s social media channels (e.g., Twitter, LinkedIn, Facebook), website content, and online knowledge management systems to engage global audiences effectively.
  • Universal Accessibility: Serve as the guardian for accessibility, ensuring that all communication outputs—including documents, videos, websites, and social media posts—adhere to the highest international standards of digital accessibility (e.g., WCAG guidelines).
  • Monitoring & Evaluation: Develop and monitor key performance indicators (KPIs) to measure the success of communication initiatives, tracking metrics such as global reach, audience engagement, donor growth, and tangible local impact.
  • Knowledge Management: Support processes for capturing, developing, and disseminating knowledge products and digital storytelling. Build a strategic dissemination plan to maximize the impact of research reports, case studies, and success stories.
  • Internal Communications: Facilitate effective internal communication within the GDF Secretariat and with its numerous partners to ensure alignment and cohesive messaging.

Qualifications

Education and Certification

  • An advanced university degree (Master’s degree or equivalent) in Journalism, Communications, Public Relations, International Relations, Human Rights, Sociology, Disability Studies, or a directly related field is required.
  • A first-level university degree (Bachelor’s degree) in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Certifications in Digital Accessibility (e.g., CPACC), Digital Marketing, Project Management, or Monitoring & Evaluation are considered strong assets.

Experience

  • A minimum of two (2) years of progressive, relevant professional experience (with a Master’s degree) or four (4) years (with a Bachelor’s degree) in global communications, strategic advocacy, or public outreach is required.
  • Proven, hands-on experience in implementing high-impact, multi-channel communication strategies for an international audience.
  • Demonstrable experience managing large-scale digital campaigns and utilizing a suite of digital tools (e.g., CMS like WordPress, social media schedulers, email marketing platforms).
  • Direct professional experience working on themes related to human rights, disability inclusion, international development, or social justice is essential.
  • Practical experience working with or alongside Organizations of Persons with Disabilities (OPDs) or within disability rights movements is highly desirable.
  • Experience with remote collaboration and working within international, multicultural teams is necessary.
  • A proven track record in managing creative production teams and external vendors (designers, videographers, etc.) is required.
  • Experience with data storytelling, using Monitoring & Evaluation (M&E) data to inform communication strategies, is a strong advantage.
  • Familiarity with open-source communication platforms and web accessibility standards (WCAG) is preferred.

Additional Information

  • Contract Type: This is an International Personnel Service Agreement (IPSA) position at the IPSA-9 level.
  • Duration: The initial contract is for a period of one (1) year, with possibility of extension subject to performance and availability of funding.
  • Schedule: This is a full-time position.
  • Location: The position is home-based (remote), allowing for flexible location. No relocation costs are covered.
  • Salary & Benefits: Compensation is competitive and commensurate with the IPSA grading system and the candidate’s experience.
  • Reporting: The incumbent will report directly to the UN GDF Research and Diversity Advisor and will work in close collaboration with the International Disability Alliance (IDA).
