Tasks and Key Responsibilities
The Senior Programme Officer will provide technical leadership and strategic direction in health security with the following key responsibilities:
- Technical Guidance and Policy Development: Provide expert technical guidance for health security, infectious disease control, and public health programming within IOM’s global operations. Lead the development of evidence-based policies and strategic frameworks that integrate migration health considerations into global health security architectures, ensuring alignment with International Health Regulations (2005) and other relevant international standards.
- Outbreak Response and Preparedness: Coordinate IOM’s technical contributions to infectious disease outbreak response and preparedness activities across multiple countries and regions. Develop and implement standardized protocols for migration health emergencies, including surveillance systems, rapid response mechanisms, and containment strategies that account for the unique vulnerabilities of migrant populations.
- Global Health Intelligence and Risk Assessment: Monitor and analyze global health trends, emerging disease threats, and changing migration patterns to inform IOM’s risk assessments and strategic planning. Establish early warning systems that identify potential health security risks at points of origin, transit, and destination for migrant populations.
- Program Development and Resource Mobilization: Lead the design and development of new cross-border and multi-country health security projects, including preparing comprehensive funding proposals, engaging with potential donors, and establishing partnerships with implementing organizations. Secure resources for health security initiatives through effective donor relations and proposal development.
- Representation and Partnership Building: Represent IOM in high-level technical working groups, inter-agency coordination mechanisms, and global health security forums, including WHO-led initiatives and other multilateral platforms. Build strategic partnerships with government health authorities, research institutions, and civil society organizations to advance the migration health agenda.
- Capacity Building and Field Support: Develop and deliver technical training programs on infectious disease control, health security, and pandemic preparedness for IOM staff and government counterparts. Conduct regular field missions to assess operational capacity, provide technical support, and strengthen response readiness across IOM’s country offices.
Qualifications
Education and Certification
- Option 1: Master’s degree in Medicine from an accredited institution with seven years of relevant professional experience.
- Option 2: University degree in Medicine plus a postgraduate qualification in Epidemiology, Public Health, Infectious Diseases, or Tropical Medicine with nine years of relevant experience.
- Additional Certification: Specialized training or certification in International Health Regulations, outbreak investigation, or public health emergency management would be highly advantageous.
Experience
- Public Health Management: Proven experience in public health program management, disease prevention, and outbreak response, with substantial field experience in low- and middle-income settings and complex humanitarian environments.
- Emergency Response: Demonstrated field experience in emergency health response coordination, including designing and implementing health interventions in crisis-affected populations and building local capacity for disease surveillance and control.
- International Framework Knowledge: Familiarity with International Health Regulations (2005) and One Health frameworks, with experience applying these standards in operational contexts.
- UN System Experience: Previous work experience with UN agencies, international NGOs, or intergovernmental organizations strongly preferred, with understanding of UN programming modalities and coordination mechanisms.
