This advertised role is situated within the IRFF’s Financial Resilience in Agriculture (FRA) initiative. The FRA has developed and piloted an innovative facilitation methodology designed to create system-level change in how countries approach agricultural insurance policy. This methodology empowers national stakeholders, builds sustainable institutional pathways, and strengthens resource ecosystems. Following a successful pilot phase, the FRA is now scaling its efforts to refine, consolidate, and roll out this facilitation approach more broadly.
The UNDP is seeking a highly qualified and experienced Facilitation and Learning Specialist to join this initiative on a remote, part-time contractor basis. The successful candidate will be instrumental in operationalizing the framework, developing critical tools and coaching mechanisms, and documenting learning to ensure the approach’s relevance and sustainability across diverse global contexts. This is a strategic role that will have a lasting impact on how UNDP and its partners build financial resilience in the agricultural sector worldwide.
UNDP is Hiring a Remote Facilitation and Learning Specialist for a High-Impact, Part-Time Role
Tasks
The contractor will be responsible for delivering specific outputs based on the evolving needs of the hiring unit. Key tasks and deliverables will include, but are not limited to, the following:
1. Internal Capacity Building and Coaching
- Design and conduct comprehensive virtual workshops for UNDP and IRFF teams on the resource-based facilitation framework, focusing on high-priority applications such as diagnosing capacity needs, motivating institutional change, and managing resistance.
- Develop and deliver targeted thematic clinics—focused virtual sessions—to strengthen specific resource areas within national teams.
- Provide personalized, one-on-one coaching to National Programme Officers (NPOs) to help them revise implementation pathways and enhance their own facilitation capabilities.
- Create, test, and refine a diagnostic tool to assess the individual and team-level facilitation capacity of staff and partners.
2. Tool and Resource Development
- Create, refine, and finalize a suite of practical facilitation tools, which may include:
- A robust stakeholder mapping template, informed by pilot phase learnings.
- Detailed guidance on applying the resource-based facilitation framework in complex, unstructured contexts.
- Interactive resources and aids to guide the facilitation process from start to finish.
- Customizable implementation pathway templates for both generic and country-specific use.
- A problem-identification diagnostic tool to help NPOs refine country-level strategies.
- Simple, actionable aids to help NPOs translate workplans into concrete stakeholder activities, resource strategies, and facilitation pathways that directly support institutionalization goals.
3. Knowledge Management and Learning Synthesis
- Systematically document and synthesize use cases, success stories, and critical lessons learned from the FRA initiative’s project countries.
- Lead a co-creation process with the core FRA team to ensure all developed tools are accessible and practical for NPOs in the field.
- Analyze and identify resource gaps for institutionalization using the resource-based framework as a guiding structure.
- Provide strategic recommendations and direct support to scale the facilitation approach across the broader IRFF team and its initiatives.
4. Strategic Stakeholder Engagement and Partnership
- Facilitate high-level learning and strategy sessions with IRFF Regional Leads and UNDP Country Focal Points to introduce the facilitation approach and co-design long-term support mechanisms.
- Design and develop sophisticated strategies to engage “anchor partners” and internal stakeholders. This involves working with NPOs to:
- Map and prioritize key partners who can champion and embed the methodology.
- Craft tailored engagement strategies for different audience types.
- Develop compelling narratives that articulate the value proposition of the facilitation approach.
- Facilitate targeted dialogues and workshops with partners to build buy-in, gather feedback, and adapt the approach.
- Document feedback and lessons from all engagement activities to continuously refine strategies and ensure alignment with the IRFF’s overarching partnership agenda.
Qualifications
Education and Certification
- An advanced university degree (Master’s degree or equivalent) in development studies, economics, public policy, social science, business administration, or a other closely related field is required.
- Alternatively, a first-level university degree (Bachelor’s degree) in the areas mentioned above, when combined with an additional two years of qualifying professional experience beyond the requirement listed below, will be given due consideration.
Experience
Required Experience:
- A minimum of 7 years of relevant professional experience (with a Master’s) or 9 years (with a Bachelor’s) in areas such as facilitation, market systems development, inclusive insurance, institutional strengthening, or development finance.
- Proven, hands-on experience in designing and delivering capacity-building programs, including the creation and application of tools and frameworks to assess and strengthen institutional capacity.
- Demonstrated ability to facilitate capacity-building in multicultural and multi-stakeholder environments, showcasing the skill to guide participatory processes, co-create strategies, and adapt facilitation styles to different institutional contexts.
- Direct experience in coaching and mentoring development professionals.
- Critical Application Requirement: At the time of application, candidates must provide an open link to a portfolio containing at least 3 samples of previous work. These samples must clearly illustrate the candidate’s ability to translate complex technical content into clear, engaging, and usable formats for both virtual and in-person settings. Desired Experience:
- More than 7 years of specialized experience in adult learning principles and instructional design, with a proven track record of developing and delivering learning programs, toolkits, and workshops for diverse stakeholders.
- Experience in designing and actively leading Communities of Practice (CoPs) or similar peer-learning platforms focused on knowledge exchange and stakeholder empowerment.
- Demonstrated experience in applying systems thinking, conducting problem diagnostics, or performing capacity needs assessments to identify gaps and inform facilitation strategies.
- Familiarity with the technical fields of inclusive insurance, financial inclusion, and development finance, particularly as they relate to capacity building for public and private sector actors.
- Professional experience working in Latin America, Africa, or Asia, particularly in a capacity development or policy support context, is highly desired.
- Prior working experience with the United Nations System or other comparable international organizations is considered a significant asset.
