This enterprise system will integrate and streamline Core Human Resources (HR), Supply Chain Management (SCM), and Enterprise Resource Planning (ERP) functions across the entire organization. A project of this scale is critical for improving data-driven decision-making, financial accountability, and program delivery in some of the world’s most challenging environments.

The Data Quality Specialist role is a pivotal position within this transformative project. The individual in this role will be entrusted with ensuring the accuracy, consistency, and readiness of vast amounts of legacy data being migrated from old, disparate systems into the new, unified Oracle platform. This is not merely a technical task; it is a foundational effort that directly impacts the success of the implementation and the future operational health of CARE. By meticulously cleaning, standardizing, and validating data, the Specialist ensures that CARE’s global teams have access to reliable information, enabling them to focus more effectively on their mission-critical work. This position is currently funded through June 30, 2026, with a confirmed organizational plan to extend the role through August 2027, pending the availability of funding.

Tasks

The Data Quality Specialist will be responsible for a range of critical tasks central to the data migration lifecycle. These include, but are not limited to:

1. Data Cleansing and Standardization

  • Conduct comprehensive analyses of legacy data extracts from various global offices to identify inconsistencies, errors, and non-standard formats, with a specific focus on fields like phone numbers, addresses, and vendor information.
  • Apply a variety of methods to clean and standardize data, including the advanced use of Microsoft Excel formulas (e.g., VLOOKUP, INDEX-MATCH, TRIM, CLEAN), writing basic scripts for automation, and performing meticulous manual data reviews where necessary.
  • Work directly with country office staff to facilitate the accurate extraction of data from their local legacy systems, providing remote guidance and support to ensure data is pulled correctly from the source.
  • Ensure all cleansed data conforms to the specific compatibility and formatting requirements of the target Oracle Cloud modules (Core HR, SCM, ERP), thereby guaranteeing a high-quality data load and minimizing post-migration errors and corrective rework.

2. Data Validation and Migration Support

  • Collaborate closely with technical teams, business analysts, and functional experts to validate cleansed data against a predefined set of Oracle system requirements and business rules.
  • Actively support the migration testing phases by assisting with test data uploads (or “test loads”) into non-production environments, meticulously verifying the outcomes, and troubleshooting any data-related issues that arise.
  • Analyze error reports generated during test cycles, identify the root causes of data failures, and execute the necessary corrections to ensure subsequent migration cycles proceed smoothly.
  • This hands-on support is critical for maintaining the integrity of the new system and ensuring a seamless transition for end-users across HR, Finance, and Supply Chain functions.

3. Process Documentation and Knowledge Management

  • Systematically document all identified data quality issues, the specific fixes applied, and the key lessons learned throughout the data cleansing and migration process.
  • Provide constructive feedback and detailed recommendations to project leadership and functional teams to improve upstream data entry processes and strengthen overall data governance policies.
  • Contribute to the creation of a knowledge repository that will serve as a valuable resource for future data migration phases and for promoting a culture of long-term data quality and sustainability within CARE.

4. Cross-Functional Collaboration and Communication

  • Work in an integrated manner with global teams from HR, Finance, and Supply Chain to understand their unique data needs, priorities, and business processes.
  • Partner with project managers, change managers, and other implementation team members to ensure data activities are perfectly aligned with the broader project timeline, milestones, and change management strategy.
  • Serve as a reliable point of contact for data-related queries, facilitating clear communication between technical and non-technical stakeholders to ensure shared understanding and collective progress.

Qualifications

Education and Certification

  • A Bachelor’s degree in Data Management, Information Systems, Business Administration, Computer Science, or a closely related field is required.
  • Relevant professional certifications in data management, Oracle Cloud, or related areas are not mandatory but would be considered a significant asset.

Experience

Required Experience:

  • A minimum of 3 years of direct, hands-on professional experience in data cleaning, data migration, or a similar data quality role.
  • Note on Substitution: A highly relevant academic background (such as a degree or significant coursework in Data Science, Information Systems, or a related field) demonstrating strong theoretical and practical data skills may be considered in lieu of a portion of the required professional experience.
  • Proven, demonstrable proficiency in Microsoft Excel, including advanced skills in formulas, functions (e.g., VLOOKUP, INDEX-MATCH, conditional statements), pivot tables, and the built-in data cleaning tools.
  • A demonstrated track record of identifying, analyzing, and resolving complex data inconsistencies across multiple systems or data sources.
  • Excellent attention to detail, with a methodical approach to problem-solving and a commitment to delivering work of the highest accuracy.

Desired Experience:

  • Direct hands-on experience with Oracle Cloud applications, specifically in one or more of the following modules: Core HR, Supply Chain Management (SCM), or Financials (ERP).
  • Familiarity with the underlying data structures and functionalities of large-scale HRIS (Human Resources Information Systems) or ERP systems.
  • Practical experience in documenting data processes, creating data quality reports, and contributing to process improvement initiatives.
  • Previous involvement in data migration projects within large, complex, and globally dispersed organizations, preferably within the non-profit or humanitarian sector.
  • Knowledge of or exposure to formal data governance principles or data quality frameworks.
