About Plan International Pilipinas
Plan International has worked in the Philippines since 1961, advancing children’s rights and gender equality. The Futuremakers Project (under the Skills and Opportunities for Youth Employment & Entrepreneurship – SOYEE program) equips 1,500 NEET (Not in Education, Employment, or Training) youth (18-30 years) in Western Samar, Northern Samar, and Navotas with skills for decent work and economic empowerment.

Key Responsibilities
Monitoring & Evaluation
- Lead implementation of the Program Accountability & Learning (PMERL) System
- Develop/manage MERL plans, databases, and reporting tools
- Conduct baseline/endline assessments and real-time progress tracking
Research & Learning
- Facilitate participatory reviews with staff, partners, and youth beneficiaries
- Analyze data to produce insights for adaptive project management
- Document best practices, case studies, and impact stories
Capacity Building & Reporting
- Train staff/partners on PMERL, Safeguarding (SAP), and project management
- Prepare donor reports (narrative & quantitative) aligned with Plan International standards
- Support emergency response M&E if needed

Qualifications & Requirements
Education & Experience
- Bachelor’s degree in Development Communication, Social Sciences, Statistics, or related fields (Master’s preferred)
- Minimum 3 years in M&E, research, or development project management
- Proven experience in:
- Participatory research methods
- Quantitative/qualitative data analysis
- Working with marginalized groups (women, PWDs, rural youth)
Skills & Competencies
- Advanced Excel, KOBO, SPSS, or other data tools
- Excellent report writing and presentation skills
- Fluency in English and Filipino (local dialects a plus)
- Willingness to travel frequently to project sites (Samar, Navotas)

- Filipino nationals only (based in the Philippines)
