Background & Assignment Purpose

Czech Republic’s Child Protection Challenges

Despite progress, the Czech child protection system remains fragmented across multiple ministries, leading to:
✔ Gaps in service delivery
✔ Limited preventive & family support measures
✔ Inconsistent application of international standards (UNCRC, EU regulations)

UNICEF’s Role

Through the EU Technical Support Instrument (TSI), UNICEF assists the Ministry of Labour and Social Affairs (MoLSA) in:

  • Drafting a comprehensive Child Protection & Family Support Law
  • Conducting a Regulatory Impact Assessment (RIA)
  • Developing a sustainable implementation strategy

Home-Based Child Protection Consultant

Key Responsibilities

1. Technical Support for Legislative Reform (TSI Project)

✔ Serve as liaison between UNICEF, MoLSA & national experts
✔ Provide technical inputs on draft law, RIA & fiscal analysis
✔ Ensure alignment with UNCRC & EU standards
✔ Facilitate stakeholder consultations (government, NGOs, service providers)

2. Programme Transition Support

✔ Finalize UNICEF’s Child Protection Programme deliverables
✔ Develop sustainability plans for key interventions
✔ Document best practices & lessons learned


Required Qualifications

Education

  • Master’s degree in Law, Public Policy, Social Sciences, or related field

Experience

✔ 7+ years in child protection system strengthening
✔ Proven work on legislative/policy reforms in EU contexts
✔ Experience with UNICEF/other UN agencies (preferred)

Skills

✔ Fluency in English (Czech an advantage)
✔ Strong stakeholder coordination abilities
✔ Knowledge of EU child protection frameworks
