To ensure its educational work remains at the forefront of global efforts, Amnesty International is launching a critical initiative to update and strengthen its HRE strategy for the next five-year period (2026–2030). This new strategy must be relevant, inclusive, and impact-oriented, capable of responding to an evolving global context marked by emerging digital challenges, shrinking civic spaces, and complex human rights issues.

The purpose of this consultancy is to lead the development of this renewed HRE Strategy. The consultant will be responsible for facilitating a comprehensive and participatory process that engages internal stakeholders across Amnesty’s global movement and external partners, including educators and civil society organizations (CSOs). The final strategy will establish a coherent operational framework, embed principles of innovation and intersectionality, and firmly position HRE as a core component of Amnesty’s broader movement-building and campaigning work. This is a high-impact role that will shape the direction of human rights education for one of the world’s leading NGOs for years to come.

Tasks

The consultant will be responsible for the following key tasks and deliverables:

1. Stakeholder Engagement and Participatory Consultation

  • Design and facilitate comprehensive consultations with a wide range of internal stakeholders (HRE staff in sections and regional offices, other internal teams) and external stakeholders (partners, educators, CSOs).
  • Utilize a mixed-methods approach, including Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and structured questionnaires to gather qualitative and quantitative data.
  • Ensure the consultation process is inclusive and captures diverse perspectives from across Amnesty’s global movement.

2. Data Analysis and Strategic Co-Design

  • Conduct a rigorous thematic synthesis and analysis of all findings from the stakeholder consultations to identify key strategic priorities, gaps, and opportunities.
  • Lead the co-design and development of a clear and compelling Theory of Change for the HRE program, which will serve as the foundational logic for the entire strategy.

3. Strategy and Implementation Plan Drafting

  • Draft the comprehensive HRE Strategy (2026–2030) based on the analysis and co-design work, progressing through iterative drafts (Draft 0, Draft 1) and incorporating feedback from Amnesty International leadership.
  • Develop a detailed implementation plan to accompany the strategy, including a results framework with key indicators, a realistic timeline, and clear accountability mechanisms.
  • Prepare supporting documents, including a risk management plan and a change management plan to guide the successful rollout and adoption of the new strategy.

4. Validation and Finalization

  • Facilitate validation workshops and strategic sessions, including presentations to board-level stakeholders, to secure final feedback and buy-in for the strategy.
  • Finalize all strategy documents, ensuring they are polished, professionally presented, and ready for execution.

Qualifications

Education and Certification

  • While a specific degree is not listed, an advanced university degree in Human Rights, Education, International Development, Public Policy, Social Sciences, or a related field is typically expected for a consultancy of this level.
  • Certifications in facilitation, project management (e.g., PMP, PRINCE2), monitoring and evaluation, or strategic planning are highly desirable.

Experience

Required Experience:

  • Proven and substantial experience in strategy design, organizational change management, or education program development at a senior level.
  • Demonstrable expertise in Human Rights Education (HRE) or related fields, with a deep understanding of participatory learning methodologies and Theory of Change formulation.
  • Strong track record in conducting high-level stakeholder consultations, facilitating dialogues, and using analytical skills to synthesize complex information into strategic insights.
  • Demonstrated ability to integrate intersectional, feminist, and inclusive approaches directly into program and strategy design.
  • Practical experience in designing Monitoring, Evaluation, and Learning (MEL) systems and results-based strategic frameworks.
  • Excellent written and verbal communication skills in English, with the ability to produce high-quality, compelling strategy documents.

Desired Experience:

  • Proficiency in French and/or Spanish is highly desirable for engaging with a broader range of stakeholders across Amnesty’s global network.
  • Familiarity with Amnesty International’s specific mission, values, operational structure, and the broader human rights ecosystem is a significant asset.
