Analytics and modeling form the backbone of the NTD strategy, providing the essential evidence to guide strategic decision-making, strengthen accountability measures, and inform the prudent prioritization of investments. The team actively invests in and collaborates with external modeling consortia, data hubs, technical assistance platforms, and geospatial analytics providers to fortify the use of data across all partner programs.

This is a limited-term position for a duration of 12 months and is based in Seattle, WA. Please note that relocation assistance is not provided for this role.

The successful candidate will report to the Deputy Director, Upstream Domain and will serve as a central technical resource. The Program Officer will manage and provide expert advice on a portfolio of highly visible data and modeling initiatives that are integral to the entire NTD strategy. This individual will be expected to provide thought leadership on the foundation’s overarching data strategy for NTDs, serve as a trusted technical partner to the internal Program Strategy Team (PST), and ensure the flawless coordination and execution of major financial investments.

Key to this role is acting as a liaison to world-class external collaborators, developing novel insights to guide high-level decision-making, and strengthening the foundation’s approach to using data for achieving measurable, real-world results in disease elimination and eradication. The officer will be tasked with creating analytical frameworks that bridge critical gaps in primary data, enhance analytical tools and methodologies, and expertly package and disseminate insights to a wide array of audiences, from government ministers to field epidemiologists.

Tasks and Key Responsibilities

Project and Portfolio Management:

  • Identify and vet potential grantees and partner organizations to build impactful investments related to innovations in data analytics, statistical modeling, and geospatial information systems for NTDs.
  • Manage complex project timelines, coordinate workflows across multiple international partners, and meticulously track deliverables for key analytics and modeling investments.
  • Continuously monitor project progress, assess potential risks and bottlenecks, and ensure strong accountability for results across all grantees and collaborators.

Data Analytics and Content Support:

  • Conduct, oversee, and advise on sophisticated modeling exercises, probabilistic risk analyses, and intervention impact assessments.
  • Proactively identify impactful and complex problems in disease control and elimination landscapes, addressing them by applying existing methodologies or developing novel, fit-for-purpose analytical methods.
  • Serve as the primary technical liaison between external modeling partners and the internal NTD team, facilitating the flow of modeling outputs, managing data requests, and ensuring analyses remain relevant to program goals.
  • Translate highly technical modeling results and complex data findings into clear, actionable insights for strategy reviews, leadership discussions, and global learning sessions.
  • Develop high-quality, decision-ready summary materials, strategic briefings, and interactive dashboards for both internal leadership and external audiences.

Technical Expertise and Thought Partnership:

  • Provide expert advice to the NTD Program Strategy Team (PST) on the implementation and iterative refinement of the program’s data strategy.
  • Contribute meaningfully to the development of strategic frameworks, including the theory of change, partner landscape analysis, prioritization of data investments, and measurement and evaluation frameworks.
  • Provide valuable cross-sectoral perspectives by drawing on lessons and best practices from other global health programs and even other industries that have successfully advanced their data and analytics strategies.
  • Act as an informed, trusted, and critical technical advisor to program staff and global partners, strengthening the consistent use of analytics in strategic planning and investment design.
  • Envision innovative framings of complex problems to simplify workstreams and focus on essential issues.
  • Clearly communicate sophisticated methodological approaches to diverse, non-technical audiences.
  • Identify critical knowledge or data gaps within the LMIC settings where the foundation operates and propose practical, innovative solutions.
  • Actively support an inclusive and collaborative workplace culture.

Qualifications

Education and Certification:

  • A Ph.D. degree or equivalent demonstrated experience is mandatory. The field of study should be in a quantitative discipline such as Statistics, Biostatistics, Applied Mathematics, Economics, Epidemiology, Computational Biology, or a directly related field.

Experience:

  • Demonstrable knowledge of disease control, public health principles, and the specific health challenges faced within low- and middle-income countries (LMICs).
  • High proficiency in at least one scripting language essential for data science and statistical analysis, preferably R or Python.
  • Proven hands-on experience in applied statistical inference, including methods such as maximum likelihood estimation, Bayesian statistics, and optimization techniques.
  • Strong foundational data analysis skills, coupled with a superior ability to translate complex data outputs into clear, decision-ready insights for leadership and policymakers.
  • Direct experience in stochastic modeling or infectious disease modeling, which could include work with stochastic processes, compartmental models (e.g., SEIR models), or agent-based simulation models.
  • Professional experience working with governments, multi-lateral agencies, or academic research institutions to strengthen data systems and promote the use of evidence in policy and program decision-making.
  • Excellent project and portfolio management skills, with a verified track record of coordinating complex, multi-stakeholder initiatives and driving them toward measurable outcomes.
  • Outstanding communication and relationship-building skills, with demonstrated ability to develop trusted partnerships, influence decision-making, and provide clear and concise written analyses.

Additional Requirements:

  • Must be legally authorized to work in the United States without the need for visa sponsorship now or in the future.

Additional Information

Compensation:
The foundation offers a competitive salary commensurate with experience and the impactful nature of the work. The stated salary range for this role is $154,200.00 to $231,400.00 USD. In recognition of the high-wage markets of Seattle and Washington D.C., the range for this role in those locations is adjusted to $168,200.00 to $252,200.00 USD. New hire salaries are typically placed between the range minimum and the midpoint.
