Background & Job Description

UNICEF Nigeria operates in a complex humanitarian and development context, partnering with the government and communities to protect children’s rights and provide essential services. The country ranks among the top ten most climate-vulnerable globally, necessitating urgent action to safeguard critical infrastructure.

The Climate Resilient Infrastructure for Basic Services (CRIBS) project, developed with the UK’s Foreign, Commonwealth & Development Office (FCDO), addresses climate risks to primary healthcare facilities (PHCs) and schools. Phase one successfully tested interventions in Kano and Jigawa states. Phase two (CRIBS II) scales this approach to Bauchi, Enugu, Gombe, Jigawa, Kaduna, and Katsina states.

This consultancy supports UNICEF by ensuring the planning, implementation, and risk management of climate-resilient construction across an estimated 30 facilities. The consultant will guide field teams, ensure technical quality, and accelerate project delivery to protect vulnerable children and communities from climate impacts.

Tasks and Responsibilities

  • Construction Planning: Support survey, design, and bill of quantities (BOQs) preparation; develop construction progress tracking tools.
  • Quality Assurance: Review technical designs, BOQs, and compliance using standardized checklists; provide feedback to field engineers.
  • Monitoring & Risk Management: Conduct weekly monitoring of ~150 construction projects; identify risks and recommend mitigation actions.
  • Implementation Support: Supervise construction activities, ensuring adherence to climate-resilient standards and timelines.
  • Reporting: Deliver progress briefs, impact reports, and documentation of strategic decisions for UNICEF and government partners.

Qualifications

Education and Certification

  • Advanced degree in Civil Engineering, Construction Management, Climate Change, Public Health, or related fields.
  • Relevant certifications in climate-resilient construction, WASH, or project management (e.g., PMP, LEED) are advantageous.

Experience

  • Minimum 10 years in construction management, specifically climate-resilient infrastructure in rural or development contexts.
  • Prior experience with UN agencies, UNICEF, or international NGOs in WASH or climate adaptation projects.
  • Proven track record in quality assurance, risk management, and large-scale project monitoring.
  • Strong analytical and report-writing skills; samples may be requested.
  • Fluency in English required; Hausa language skills are a significant asset.

Additional Information

This is a full-time, 12-month consultancy based in Abuja, Nigeria, with travel to target states. The consultant must use personal equipment (laptop, software) and adhere to UNICEF branding guidelines. All deliverables remain UNICEF property.

Compensation: UNICEF offers competitive consultancy fees commensurate with experience and UN guidelines. Specific rates will be detailed in the contract.
