- Provide overarching strategic leadership and management to Oxfam’s entire humanitarian portfolio in Myanmar, ensuring programmes are innovative, contextually relevant, and adhere to humanitarian principles.
- Represent Oxfam at high-level humanitarian coordination forums, cluster meetings, technical working groups, and donor engagements, acting as a key spokesperson for the organization’s work.

- Ensure all humanitarian programming strictly follows Oxfam’s Safe Programming approach and values, with a strong focus on risk management throughout the project cycle.
- Act as the Oxfam Humanitarian Response Manager when required, providing immediate leadership for emergency responses, including design, team mobilization, and situation reporting.
- Serve as the primary country humanitarian focal point for communications with Oxfam’s Global Humanitarian Team, regional office, and affiliate members.
Programme Quality, Monitoring, and Learning:
- Oversee the implementation of all humanitarian projects, providing principled, technical, and management support to field teams and partners.
- Monitor programme quality in collaboration with the Program Quality & Impact (PQ&I) team, making data-driven recommendations for adaptation and improvement.
- Identify, document, and disseminate current good practices, lessons learned, and innovative solutions from Oxfam’s humanitarian programming.
- Support the development of timely and effective humanitarian influencing strategies.
Disaster Preparedness and Response:
- Lead the regular review and update of country and field-level contingency and disaster preparedness plans.
- Provide technical support to partners and staff to strengthen disaster preparedness systems and structures.
- Engage in global preparedness initiatives (e.g., Start Network) to ensure collective and rapid emergency response.
- Serve as a key member of the Country Emergency Management team, leading responses as required.
Partnership, Capacity Strengthening, and Localization:
- Lead on capacity and gap analyses for humanitarian team members and key local partners, designing and implementing comprehensive capacity development plans.
- Promote localization approaches, ensuring strong, principled partnerships are at the core of programme design and implementation.
- Provide continual coaching, mentoring, and on-the-job support to humanitarian staff and partners, fostering a culture of professional development.
Humanitarian Funding and Business Development:
- Work closely with the funding and business development teams to map humanitarian donors, including those in the private sector.
- Lead and contribute to the development of high-quality funding proposals to secure new resources for humanitarian interventions.
- Build and maintain relationships with key donors, advocating for Oxfam’s programming and strategic priorities.
Safeguarding, Safety, and Security:
- Ensure full compliance with all Oxfam safeguarding policies, protecting the safety and dignity of all individuals and reporting any concerns immediately.
- Comply with all security policies and procedures, taking responsibility for one’s own safety and actively contributing to security management.
- Complete all mandatory annual core compliance training courses.
Qualifications
Education and Certification:
- A Master’s degree in International Relations, Humanitarian Assistance, Social Science, or another directly relevant field is required.
- Certifications in project management (e.g., PMP, PRINCE2), safety and security, humanitarian standards (SPHERE, CHS), or protection are highly desirable.
Experience:
- A minimum of seven years of experience in the humanitarian sector in a leadership role is essential.
- The majority of this experience must be in conflict and displacement settings. Prior experience working in Myanmar or a deep understanding of the local context is a strong advantage.
- Proven experience and a strong technical skillset in mainstreaming protection, gender, partnership approaches, and conflict sensitivity (“Do No Harm”) into humanitarian programming.
- A demonstrated excellent track record in working on humanitarian programmes in fragile and conflict-affected states.
- Substantial experience in capacity building, coaching, and mentoring of staff and local partners.
- Proven experience in securing funding, including a strong track record in proposal writing for institutional donors and donor liaison.
- Experience of working with local partners and a practical knowledge of good partnership principles.
