Background & Job Description
The United Nations Development Programme (UNDP) in Cuba seeks a Project Associate to support its Productive Transformation team under the Governance & Economic Development portfolio. Since 2020, UNDP has partnered with the Cuban government to implement its Country Programme Document (CPD), aligning with the National Plan for Sustainable Economic and Social Development 2030 (PNDES).
This role focuses on:
- Strengthening food security, agro-industrial productivity, and public-private partnerships
- Supporting decentralization efforts and local economic development
- Managing project implementation, finances, and donor reporting for EU/UN-funded initiatives
The Project Associate will work closely with government agencies, cooperatives, MSMEs, and international stakeholders to ensure sustainable, equitable growth.
Key Responsibilities
1. Project Implementation & Administration
✔ Ensure effective planning, budgeting, and execution of projects per UNDP policies
✔ Collect/data-mine for work plans, budgets, and progress reports
✔ Monitor consultant/contractor deliverables and report issues to supervisors
✔ Organize logistics for workshops, field visits, and procurement
✔ Integrate gender equality into project activities and reporting
2. Partnership Building & Resource Mobilization
✔ Maintain relationships with government bodies, NGOs, UN agencies, and private sector
✔ Update stakeholder databases and ensure consistent communication
✔ Support fundraising efforts through horizon-scanning and donor engagement
✔ Develop visibility materials tailored to Cuba’s socio-political context
3. Financial Management & Compliance
✔ Process payments, reimbursements, and procurement in UNDP’s Quantum system
✔ Track budget execution and flag discrepancies
✔ Assist with financial audits and donor reporting
✔ Guide National Implementing Partners (NIPs) on UNDP financial rules
4. Monitoring, Evaluation & Reporting
✔ Implement M&E frameworks to track project KPIs
✔ Prepare progress reports for UNDP management and donors
✔ Conduct risk assessments and update mitigation plans
✔ Analyze expenditures vs. budgets and recommend adjustments
5. Knowledge Management & Capacity Building
✔ Document lessons learned and best practices
✔ Train project staff on UNDP procedures
✔ Contribute to regional knowledge networks

Qualifications & Requirements
Education & Certifications
- Required: High school diploma
- Preferred: Bachelor’s degree in Public Administration, Economics, or related fields
Experience
- 6+ years (with high school diploma) OR 3+ years (with Bachelor’s) in:
- Project implementation (EU/UN-funded projects a plus)
- Financial management (Quantum system experience valued)
- Agro-industry, food security, or productive transformation
- Proficiency in Excel, databases, and Office 365
- Familiarity with Cuba’s decentralization policies is advantageous
Languages
- Fluent Spanish (mandatory)
- Intermediate English (required for reporting)
