We are sharing a senior-level consultancy opportunity with UNICEF’s Evaluation Office within the Institutional Effectiveness Portfolio. UNICEF, as the world’s leading children’s rights organization, has been working for over 70 years across 190 countries and territories to promote children’s survival, protection, and development. With over 12,000 staff members globally, UNICEF relies on robust internal systems to maintain organizational effectiveness and staff development.

This Senior Evaluation Consultant position focuses on conducting an independent evaluation of UNICEF’s Manager Support Programme (MSP), the organization’s flagship initiative to strengthen people management, inclusive leadership, and supportive supervisory practices across the global workforce. Launched in 2024, the MSP provides UNICEF supervisors with structured learning, coaching, peer exchange, and practical resources to foster values-based leadership. As the first program cycle concludes in 2025, this evaluation will provide critical evidence to inform the program’s future direction and UNICEF’s broader leadership strategies.

The consultancy is home-based and will be conducted between November 2025 and April 2026. The Senior Evaluation Consultant will serve as the methodological lead and team coordinator within a blended evaluation team comprising both internal UNICEF staff and external specialists. This role offers an opportunity to contribute to organizational learning and leadership development within one of the world’s largest humanitarian organizations while working remotely with potential for limited travel.

Tasks and Key Responsibilities

The Senior Evaluation Consultant will undertake comprehensive leadership of the evaluation process with the following key responsibilities:

  • Methodological Design and Inception: Facilitate the refinement of the evaluation’s methodological framework during the inception phase, ensuring the approach incorporates mixed-methods and theory-based evaluation techniques such as contribution analysis. Lead the development and finalization of data collection instruments, including surveys, interview protocols, focus group guides, and case study templates that integrate gender-equality, equity, and inclusion considerations throughout.
  • Data Collection Oversight and Quality Assurance: Oversee all data collection activities, including interviews, focus groups, surveys, and case studies, ensuring consistency and adherence to United Nations Evaluation Group (UNEG) norms and standards. Coordinate analysis and synthesis of findings across the evaluation team, maintaining rigorous quality control procedures and ethical standards throughout the research process.
  • Team Coordination and Timeline Management: Provide coordination leadership for the blended evaluation team, managing workplan timelines, deliverables, and team inputs to ensure coherent progress across all evaluation phases. Facilitate effective collaboration between internal UNICEF staff and external consultants, ensuring complementary expertise is leveraged effectively throughout the evaluation process.
  • Participatory Process Facilitation: Lead the design and facilitation of participatory evaluation activities, including sensemaking workshops to interpret findings and co-creation workshops to develop actionable recommendations. Ensure these processes effectively engage diverse stakeholders and incorporate multiple perspectives to strengthen the evaluation’s utility and ownership.
  • Deliverable Development and Finalization: Take primary responsibility for drafting and finalizing all key evaluation deliverables, including the inception summary, evaluation report, presentation materials, and communication products such as evaluation briefs and visual summaries. Ensure all deliverables meet UNICEF’s quality standards and effectively communicate findings to diverse audiences.

Qualifications

Education and Certification

  • Essential Requirement: Advanced University Degree (Master’s or equivalent) in Evaluation, Social Sciences, Organizational Studies, Public Administration, or a directly related field.
