UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. The IES has identified a key need to update its existing e-learning course, “How to Manage Gender-Responsive Evaluation,” which is hosted on the UN Women eLearning Campus. The original course was based on a 2014 handbook, which has since been comprehensively updated in 2022 to reflect new policies, norms, and innovations in the field. Furthermore, new critical guidance on integrating human rights, disability inclusion, and other marginalized perspectives has been released and must be incorporated into the training.
This consultancy is established to address this gap. The consultant will be tasked with a complete overhaul and enhancement of the current e-learning offering. The objective is to transform technical evaluation content into an engaging, accessible, and effective online learning experience for adult learners, primarily UN Women personnel and partners who manage evaluations. The successful candidate will merge expertise in modern pedagogical design with an understanding of gender-responsive evaluation to create a training tool that builds global capacity for evaluating programs through a rigorous gender equality lens.

Tasks
The consultant will be responsible for the following key deliverables and tasks, working in close collaboration with the IES team:
1. Instructional Design and Pedagogical Strategy
- Provide expert advice on structuring the updated course content for optimal learner engagement, knowledge retention, and practical application.
- Recommend and design interactive elements, multimedia components, and assessment strategies that reflect best practices in adult learning and eLearning standards.
- Ensure the entire course is pedagogically sound and aligns with the latest instructional design methodologies for remote learning.
2. Core Content Development and Update
- Update the existing seven PowerPoint presentation modules to fully align with the 2022 UN Women Evaluation Handbook.
- For each module, ensure the inclusion of clear learning objectives, 2-3 practical, real-world examples, and direct links to relevant evaluation tools.
- Systematically integrate new guidance from key documents, including the 2024 UNEG Guidance on Integrating Human Rights and Gender Equality and the 2022 UNEG Guidance on Integrating Disability Inclusion in Evaluation.
- Emphasize critical areas such as ethical protocols, inclusive language, data management, and data privacy as outlined in UN Women’s 2022 Guidance.
3. Scriptwriting and Assessment Design
- Develop comprehensive and detailed scripts for all seven core modules to support future video production and the creation of PDF-based, self-paced learning materials.
- Revise and realign all multiple-choice tests and knowledge checks for each module to ensure they accurately assess understanding of the updated handbook content and adhere to pedagogical best practices.
4. Development of Supplementary Learning Materials
- Create an introductory slideshow and script for presentation by senior IES leadership.
- Develop six additional, standalone modules that present key UN Women knowledge products. Each module must clearly outline the objective of the guidance and its intended use.
- The supplementary modules will cover:
- Good Practices in Gender-Responsive Evaluation
- Rapid Assessment Tool for Humanitarian Contexts
- Inclusive Systemic Evaluation for Gender Equality, Environments, and Marginalized Voices (ISE4GEMs)
- Guidance on Evaluating Impact in Gender Equality
- Guidance on Disability Inclusion in Evaluation
- The DIVERSE SOGIESC Rapid Assessment Tool for Humanitarian Contexts
Qualifications
Education and Certification
- An advanced university degree (Master’s degree or equivalent) in Instructional Design, Education Technology, Evaluation, International Development, Social Sciences, or a closely related field is required.
- A first-level university degree (Bachelor’s degree) in combination with an additional two years of qualifying professional experience may be accepted in lieu of the advanced university degree.
Experience
Required Experience:
- A minimum of 5 years of demonstrated, professional experience in designing, developing, and structuring eLearning courses.
- Proven experience creating learning content for adult learners, preferably within the context of international development, evaluation, or social sciences.
- Familiarity with the principles of integrating human rights and disability inclusion into educational and training content.
- Proficiency with standard eLearning authoring tools and familiarity with Learning Management Systems (LMS), such as Moodle (which powers the UN Women eLearning Campus).
Desired Experience:
- Demonstrable expertise or a strong background in gender-responsive evaluation and/or gender equality programming is a significant asset.
- Prior professional experience working with UN agencies, other international organizations, or multilateral institutions is highly desirable.
- Experience with data visualization and analysis tools (e.g., Tableau, NVivo) is an advantage.
Additional Information
Language Requirement:
- Full professional proficiency in English is mandatory for this role, as it is the primary working language for the course development.
- Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is a valuable asset.
Contract Details:
- Duration: 20 working days over a period of approximately 3 months.
