Background & Job Description
We are sharing this job announcement for a Finance Assistant position with the United Nations Development Programme (UNDP) in Luanda, Angola. UNDP is the United Nations’ lead development agency, working in nearly 170 countries to eradicate poverty, reduce inequalities, and build resilient nations. In Angola, UNDP plays a pivotal role as the Principal Recipient (PR) for a significant grant from The Global Fund to Fight AIDS, Tuberculosis and Malaria.
This grant, titled “Supporting the National Response to HIV/AIDS, Tuberculosis and Malaria in Angola Project,” is a multi-million dollar initiative (US$ 126 million) running from 2024 to 2027. It focuses on strengthening the health system and combating these diseases in three key provinces: Benguela, Cuanza Sul, and Bie. To manage this complex grant, UNDP Angola has established a dedicated Program Management Unit (PMU).
The Finance Assistant will be an integral part of this PMU, working under the direct supervision of the Senior Finance Specialist. The role is essential for ensuring the transparent and effective use of financial resources in strict compliance with both UNDP and Global Fund rules and policies. Tasks and Responsibilities

- Implementation of Operational and Financial Strategies: Ensure full compliance of all financial activities with UNDP and Global Fund regulations, policies, and procedures. Conduct financial spot-checks and reviews of Sub-Recipients (SRs) to verify internal controls and the accuracy of financial records, preparing detailed reports on findings.
- Efficient Payments and Disbursements: Prepare and process invoices, ensuring timely payments to suppliers and disbursements to SRs using UNDP’s ERP system (Quantum). Maintain meticulous physical and electronic filing systems for all financial documents in line with UNDP policy and International Public Sector Accounting Standards (IPSAS).
- Programme Budget Management: Assist in the preparation and continuous monitoring of project budgets within Quantum. Analyze budget variances, report on utilization, and ensure timely budget revisions as needed. Monitor the transfer and application of Global Fund contributions within the financial system.
- Capacity Building and Knowledge Sharing: Contribute to the design and delivery of finance training workshops and tools for Sub-Recipients and other implementing partners. Actively participate in knowledge networks and communities of practice to share best practices and lessons learned.
- Financial Support and Coordination: Provide support during financial audits of Sub-Recipients and assist in the implementation of audit recommendations. Respond to financial inquiries from SRs, the Global Fund, and the Local Fund Agent (LFA) in a timely and professional manner.

- Required Experience: Demonstrated experience with ERP financial systems; experience with PeopleSoft (Quantum) is highly preferred.
- Desired Experience: Knowledge and practical experience with IPSAS and/or IFRS is a strong asset.
- Desired Experience: Familiarity with UN or UNDP financial rules, policies, and procedures is a significant advantage.
- Desired Experience: Knowledge of Global Fund’s financial policies and procedures is an asset.
